Older, economically troubled urban neighborhoods present multiple challenges to environmental quality. This study presents results from an initiative in Baltimore, Maryland, where water-quality improvements were rooted in a socioecological framework that highlighted the interactions between biogeophysical dynamics and social actors and institutions.
