USDA surveyed researchers and forestry practitioners to learn about how they interacted with software tools designed for long term urban forestry monitoring. After these surveys the USDA created a list for an ideal software monitoring system and then evaluated eleven existing software platforms. Then PHS served as a test case for how a system might work. The report includes a series of recommendations for cost and tech support, establishing open data standard, creating a central data repository and balancing collaboration and leadership.
